Neighborhood Stabilization PlanEast Liverpool, Ohio
The Neighborhood Stabilization Plan in East Liverpool, Ohio analyzed how population decreased impacted residential areas across the city. The goal of this plan was to decrease residential blight and improve the overall quality of life for the residents in this community. The plan focused on rehabilitating residential areas, improving façade, developing mitigation procedures to decrease code violations, and providing residents with resources and valuable information.
The four key elements of this strategy to stabilize the neighborhoods were:
- to strategically demolish and rehabilitate houses;
- remove trash, junk, and weeds from vacant lots;
- decrease and prevent shadow rentals and slumlords through ongoing planning and tracking of key performance indicators, and determine if additional strategic approaches are needed to decrease code violations;
- lastly provide residents with information and resources.
