Long Range Economic Development Plan
Layton City, Utah

Layton City’s Economic Development Plan addresses the challenges and opportunities posed by historic economic and population growth. The plan defines commercial market demand and provides actionable strategies to implement the vision outlined in Layton Forward, the city’s General Plan, ensuring sustainable development and enhanced quality of life.

To support the transformation of existing centers and the development of new ones, Layton City will implement the following strategies:

  • Public Spaces in Centers: Create engaging public spaces that foster community interaction and economic activity.
  • Pedestrian-Oriented Centers: Prioritize walkable urban centers that enhance accessibility and reduce car dependency.
  • Parking Lot Reuse: Transform underutilized parking lots into vibrant spaces with mixed-use developments.
  • Workforce Development: Invest in programs to build a skilled workforce that meets the demands of a growing economy.
  • Dense Housing for Transit & Retail: Promote higher-density housing near transit hubs and retail areas to support connectivity and economic vitality.

As these strategies and key principles are put into action, Layton’s Town Centers, Urban Centers, and Business Centers will evolve into valuable community amenities and economic assets.

"The Better City team is very easy to work with, throughout the process. They do the work rather than expecting you to do it for them. They respond to comments and concerns and have an excellent final product."
