Economic Development Action Plan
Gilpin County, Colorado

Gilpin County, a beautiful rural mountain community in Colorado. They received a Rural Economic Development Initiative grant award through the Colorado Department of Local Affairs and hired Better City to create an Economic Development Strategic Plan and assist with its implementation.

The objective of economic development in Gilpin County was to diversify the local economy.

The planning process for this plan started in September 2022 and utilized input from data analysis and research, as well as: 

  • 47 Individual interviews with community leaders, County staff, local business owners, and residents
  • 2 Focus groups, regarding Rollinsville, and local youths’ views
  • 2 Separate county-wide public forums, in-person and virtual

This plan included plans to improve the Main Street in Rollinsville, projects to improve high-speed internet and implement EV charging stations around the county, enhance trail assets, and facilitate local business growth and entrepreneurship.
